Most important question: could we just swap out the XFCE window manager which isn’t wayland capable and replace it with a wayland capable window manager?

Make sure whonix tools support wayland

Wayland support is becoming almost a must in application development, So its better to make whonix tools ready for that. No timeline.
Not a priority. (about priorities)
Probably if/when Xfce supports wayland and that lands in Debian stable.
