Whonix : A High Security Method of Surfing the Internet
Whonix is a desktop operating system designed for advanced security and privacy. Whonix mitigates the threat of common attack vectors while maintaining usability. Online anonymity is realized via fail-safe, automatic, and desktop-wide use of the Tor network. A heavily reconfigured Debian base is run inside multiple virtual machines, providing a substantial layer of protection from malware and IP address leaks. Commonly used applications are pre-installed and safely pre-configured for immediate use. The user is not jeopardized by installing additional applications or personalizing the desktop. Whonix is under active development and is the only operating system designed to be run inside a VM and paired with Tor.
Significantly, Whonix ™ 16 is based on the Debian bullseye
(Debian 11) distribution which was officially released on August 14, 2021 instead of Debian buster
(Debian 10). The bullseye release has nearly 60,000 packages and around 72 per cent of them were updated.
This means users have access to many new software packages in concert with existing packages. In addition, this release will serve as a development foundation for many exciting upcoming security enhancements such as Hardened Malloc Kicksecure ™ (HMK) , Linux Kernel Runtime Guard (LKRG) and other items on the Whonix ™ Security Roadmap .
Alternatively, in-place release upgrade is possible upgrade using Release Upgrade Whonix 15 to Whonix 16 instructions.

Qubes-Whonix `16` for Qubes `R4.1` is not y… et supported by me.
(And Qubes-Whonix `15` won't ever be since Qubes-Whonix `16` release for Qubes `R4.0` is very close. -> https://github.com/QubesOS/qubes-issues/issues/6891)

No rush, however please let me know when a Qubes `R4.1` signed ISO installer release (alpha, beta, stable) become available or any estimated release dates. Once that's done I need to sort out my personal Qubes hardware support issues.
I might update this post later. This ticket can be a placeholder, a general ticket usable as link to explain the current status to users, used for discussion...

Users report this problem just after installing whonix-gw-16 in Qubes (see the end of that forum post).
Therefore it should be either reported in the Qubes issues area, or added as a comment to an existing issue there (if appropriate).

After I installed whonix-gw-16 following the instructions on the Whonix wiki (i.e. running sudo qubes-dom0-update first, then sudo qubes-dom0-update --enablerepo=qubes-templates-community qubes-template-whonix-gw-16 then setting sys-whonix to use whonix-gw-16). This is the error that I’m getting:
