laptop with Qubes-Whonix does not shut down properly

I only have Qubes-Whonix installed on my laptop. no other operating systems. When I shut down the laptop it appears to shut down but when I go to reboot nothing happens. I have to hold down the power button for like 15 seconds, then press it once more to boot. Any ideas?

As a rule of thumb: Everything that happens “inside” the virtual machines is Qubes-Whonix and belongs into this sub forum.
