why these packages are included in KVM images for Gateway/Workstation?

These are freedom software. This is a Debian packing bug. All references here:

The packages are installed by default because official images are built using --target virtualbox --target qcow2
. Images are built only once for multiple (at time of writing VirtualBox and KVM) build targets. This it to save time during the build process, to have a simpler, more reliable build process (building multiple times has a higher risk of failures due to network issues).
If you don’t want these packages your options are:
- A) Uninstall the packages. Or,
- B) Whonix ™ VM Build Documentation.
