Whonix Installer keeps telling me to reboot on Fedora 43

I am using Fedora Workstation 43, I keep encountering this no matter how many times I reboot:

How to deal with it?

This looks like a Fedora-specific installer bug. The best solution short-term would be to install VirtualBox manually, then import the Whonix OVA file into it, and skip using the installer. (The installer doesn’t get much testing on Fedora at the moment.)
