i have an alternative easy way to get different languages installed, because the one which is inside the link it never worked for me so far. so here is an easy way hope u add it to the list of changing languages since we r on KDE interface.
rathar than going through konsole and then going to this path:-
Start menu → Applications → System → System Settings → Locale → Languages → Change Language
its better to make it one way which is by using this path without the konsole:-
Start menu → Computer → System Settings → Input Devices → Keyboard → Layouts → (Tick) Configure layouts → + Add → choose any language you prefere
or even same as ur path at the first, since we both want the user reach to system settings:-
Start menu → Application-> System → System Settings → Input Devices → Keyboard → Layouts → (Tick) Configure layouts → + Add → choose any language you prefere

why i did say “i think”, because when i copy&paste here the big size 1 (or look a like) it turned to be similar to this |.
Language and keyboard layout are two different settings:
