You will have to download Whonix 14.

Would it be thinkable to have a repository of older, unsupported versions somewhere?

The question is why OP needs those versions. In theory you could always build them from source. I don’t know if this works for older versions, however.

Builds from source will break after a while due to no longer available
Tor Browser downloads as well as outdated signing keys. Fixable for
developers.

I personally don’t want to spend any time / thought on it.
