use apt-get -o Acquire::http::Proxy rather than http_proxy environment variable

Inspired by Marek:

Conditionally adding

-o Acquire::http::Proxy=$(REPO_PROXY)

to apt_misc_opts seems a bit nicer than using aptcachemaybeenable and aptcachedisable.
