Update but not updated on check?

I am trying to upgrade my Whonix from 11 to 12 within Qubes TemplateVM per here:

I have the APT repository enabled.

I run the following commands:

Sudo apt-get update
Sudo apt-get dist-upgrade

However, it seems to be picking up only the Debian changes because after I reboot the VM and run Whonix Check it still shows me as Whonix 11.
