Just a guess.

interest-noawait /usr/share/anon-torchat/.torchat/torchat.ini

That’s probably just part of the solution. The file on the workstation that matters that gets created by the postinst script (https://github.com/Whonix/anon-torchat/blob/master/debian/anon-torchat.postinst#L30) is:

/home/user/.torchat/torchat.ini

/home/user/.torchat/torchat.ini is now also everywhere in the usual locations.
