tor before or after vpn

im trying to setup a vpn with whonix:

  1. vpn - tor - internet
  2. tor -vpn - internet

which is better for anonymity overall and does the first one allow isp to know im using tor ?
or should i just not use vpn , im using qubes-whonix and i will only be on clearnet when using whonix.
