I asked Debian upstream maintainers of systemd to not enable timedatectl:

I am not concerned about this. Maybe the ntp package migrated sysvinit
to systemd. Maybe not. Does not matter for Whonix, because we do not
install the ntp package. If Debian decided to no longer install ntp by
default, but to ship a systemd unit file enabling timedatectl by
default, we then would just ship a systemd drop-in file to disable it in
Whonix. I doubt that Debian will/will not do this change because of
derivatives, because those are free to reconfigure things.

Understood.

I wanted better privacy decisions to go upstream but there is nothing stopping us from making the changes to our systems.
