I am working on a Telegram bot , that I want to host on Whonix , I would like to know if it’s possible to hide the real server’s IP from Telegram ? and how this works ?

IP is easy to hide with Whonix. A basic introduction how that works can be found here:
You didn’t ask about this, however more troublesome with any service that requires a mobile number (such as telegram or signal) is that it, well, requires a mobile number for sign-up which isn’t trivial to acquire anonymously. Might be possible to purchase but then again using money anonymously isn’t trivial either.
