I am using the Whonix gateway 15 CLI, how do I set the keyboard language?
I used to run loadkeys from .bashrc but this now throws some errors when I log in as a regular user, but when I login as root, it works.
Since Whonix 15 discourages running as root, how do I do this as a regular user?

Thank you Patrick.
I read this before asking actually but I tried:
dpkg-reconfigure keyboard-configuration and setxkbmap
and this seems to only work for GUI, not CLI.
While setupcon complains it can’t open /dev/tty2,3,4,5,6.
I also tried loadkeys as I mentioned, but loadkeys has a lot of errors for the regular user, not for root though.
Loadkeys doesn’t work, it just gives a lot of permission denied and also “failed to bind string” with some escape codes for color, it looks like.

Use sudo setupcon
not setupcon
as documented here:
