Setting keyboard language in Whonix gateway 15 CLI

I am using the Whonix gateway 15 CLI, how do I set the keyboard language?

I used to run loadkeys from .bashrc but this now throws some errors when I log in as a regular user, but when I login as root, it works.

Since Whonix 15 discourages running as root, how do I do this as a regular user?

Thank you Patrick.

I read this before asking actually but I tried:

dpkg-reconfigure keyboard-configuration and setxkbmap

and this seems to only work for GUI, not CLI.

While setupcon complains it can’t open /dev/tty2,3,4,5,6.

I also tried loadkeys as I mentioned, but loadkeys has a lot of errors for the regular user, not for root though.

Loadkeys doesn’t work, it just gives a lot of permission denied and also “failed to bind string” with some escape codes for color, it looks like.

Works for me.

How would this be done on Debian buster?

As per Free Support for Whonix ™

Use sudo setupcon not setupcon as documented here:
Keyboard Layout

Can’t work in CLI - it is rightly documented under Desktop Environment:
