Safest mode did not disable javascript

i turned on safest mode on tor browser expecting javascript to be disabled but it did not turn it off. am i manually supposed to turn it off? i know that javascript is on because when i go to some sites it warns me that its enabled and to disable it, however i have safest mode on and it does not turn it off. this does not happen on any of my other devices with tor as javascript gets disabled upon enabling safest mode

That is not normal behaviour. Can you provide more details about your Whonix configuration?

Please try to reproduce this issue outside of Whonix.
