Rewrite msgdispatcher_dispatch_x after bug found in generic_gui_message

Description

The window is not properly centered on the screen when required (timesync). Was not obvious because whonixcheck result window is placed in the top left corner. It might show on a timesync issue report.

For the time being, pushed an “old style” msgdispatcher_dispatch_x with a fix to center the window.

Some issue with the generic_gui_message like script. It cannot display the special characters used whonixcheck/check_news.

I don't want to spend too much time on that, but while I'm at it, where did you find these characters? They are not in the extended ASCII table.
