Installed fresh Qubes-Whonix 18 templates from community repo, did upgrade-nonroot.
Did a restart, Gateway has Tor version 0.4.8.18. Which is almost one year old.
Why is Qubes-Whonix using such an old version of Tor?

Expected, not an issue. See:
Debian maintains the older version of Tor, and as Whonix is based on Kicksecure which is in turn based on Debian, we use Debian’s version of Tor.
EDIT: The above statement about us using Debian’s version of Tor was mistaken. My apologies. As documented at Tor integration in Whonix Development Notes, we are using Tor packages downloaded from deb.torproject.org, then migrating them to deb.kicksecure.com.
