Iv having trouble when clicking on new idenity button on tor in whonix. there is some sort of glitch. its doesnt change your circuits and give you new idenity. It runs through urls on address bar. its hard to explain but it only happens on whonix tor

How do you know that?
Potential wrong assumption: new idenitty = new IP
New circuit does not guarantee new IP address as per upstream Tor default.
