not really a bug of some sorts, more a question about Media Wiki geoiplookup.

This is a tool that ships with stock Mediawiki, and is not core to the functionality of serving wiki pages. Since Apache sees everyone as 127.0.0.1, this is pretty useless. It’s used as part of the Translation extensions so it can figure out what language it should serve you. I have disabled the function, and should be one less call in your network trace.
