Hi can you give me a link to a setup guide for VPS and how to connect to it. Noob friendly step by step version if possible.

Step 1: rent a VPS and get credentials: IP,user,pass
Step 2: use ssh to connect to the vps:

ssh user@IP

then enter pass

Best is if you get root privileges (ask for that when you rent the VPS). Then you can install anything you like.

when i connect to the VPS am i going threw TOR?

Yes, if you ssh from Whonix-Workstation you go through Tor.
