Wrong place.
This is the right place:
UI is available to deal with that, how to:
On normal user session run:
set-labwc-keymap --interactive
Then add your desired keyboard layouts, lets say english and russian, so the answer going to be:
us,ru
Then another question going to be asked, which is about “Keyboard variants” just skip by pressing enter.
Last thing going to ask you about how you want to switch between keyboard layouts, most commonly is left Alt + left Shift, so answer:
grp:lalt_lshift_toggle
Hopefully its clear to add those.

Thanks for correcting me with the right link!
The only question is left about keyboard layout indicator which is not working under Wayland.
Unfortunately not supported upstream, and difficult to fix. See:
