Generate whonix-gw-dvm with salt to give the possibility to base sys-whonix on it

Now qubes since 4.1 is giving the ability to make sys-net sys-firewall and sys-usb to be as dispvm, wonder if we can generate whonix-gw-dvm (similar to whonix-ws-dvm) with salt so that users can have the ability to set his GW as dispvm easily.
