I saw recommendations to disable or turn down the strength of the blur effect. Do we already do this or anything similar?
Dunno. Please check settings in https://github.com/Whonix/kde-lowfat/tree/master/usr/share/kde-lowfat and in the next developers-only version.

Looks like you got this with GraphicEffectsLevel=0 in kdeglobals
