I had the same issue; vanilla install in Virtualbox, using the 17.2.0.7 image, first boot, no other changes.
It turns out, in my case the cause is quite bizarre. Once the systemcheck utility completes, it displays a dialog window, (INFO: Whonix is produced independently of,...), which also contains a couple of links. If clicking one of those links is the first attempt at launching the browser, it causes this error. The error doesn’t resolve after running the suggested command to fix permission (or after a reboot).
By recreating the VM from scratch and making sure the browser is launched for the first time using the Start Menu, everything works fine afterwards (even clicking on the link in that dialog window).
I’ve reproduced this several times, so I’m confident about reporting it as a bug.
