enable Transparent Proxy Ports for Whonix-Gateway by default

TransPort 127.0.0.1:9041
DnsPort 127.0.0.1:5400

But still not enable transparent proxying by default in Whonix-Gateway firewall
settings. This is required so we can
'redirect tinyproxy traffic to 127.0.0.1 instead to qubes-netvm-gateway'.
