Does a x86 gnu linux computer running whonix support hotspot or tethering? Such that any phone or computer connecting to the gnu linux computer gets an internet over tor connection?
Thanks.

You sure whonix can run on x86 computer?
I suggest to read whonix documentations.
Tethering would require either running Whonix on physical hardware (which is doable but hard) or USB passthrough to Whonix-Gateway. Theoretically some hotspots might be able to tether, but anything using RNDIS will not work as RNDIS was disabled for security reasons.
