I am following instructions from Alternative DNS Resolver - Whonix
after installing libsodium and dnscrypt, i run it and get error:
sudo dnscrypt-proxy --tcp-only -R cypherpunk

[INFO] Done
[ERROR] Unable to bind (UDP) [Address already in use]
how to fix?
