DNSCrypt on Whonix-Gateway

Why is it impossible to run dnscript in the gateway manually from the package (Release Release 2.1.2 · DNSCrypt/dnscrypt-proxy · GitHub)?
$ sudo ./dnscrypt-proxy

That is a rather complex question…

Prerequisite exercises as per https://www.whonix.org/wiki/Free_Support_Principle:

• make DNSCrypt work outside of Whonix; on Debian buster
• use the Debian -- Details of package dnscrypt-proxy in buster package instead of installing from source (unnecessary and further complications)

Got that so far?

I have been using dnscrypt for a long time. From the first version. Debian never installed from the repository. Now I unpack the dnscrypt pack and use it without installing it into the system.
I dont use it at Whonix.
