Disable direct Tor connection on Whonix-Gateway by default

I’ve downloaded and set up a Whonix-Gateway 18 instance and I’ve noticed that it tries to connect to Tor directly without any Anon Connection Wizard appearing on the screen. On previous versions, ACW screen appeared after the very first start up. What is happening to Whonix 18 is very weird. Many people don’t have an ability to connect to Tor in a direct way without bridges. Please return ACW window as a default behavior for the very first startup of Whonix-Gateway. Thank you.

In order to set up Tor, I had to disable network through ACW, then start ACW again, click ‘Configure’ and enter bridge lines. This is very inconvenient. Please allow users to connect Tor manually by making ACW visible at the very first start-up of Whonix.

Not planned.

This was an important news in December 2023. (And discussed in forums connect to public Tor network by default since Feburary 2024, and probably much earlier than that on phabricator.)

Nobody raised an objection.

Therefore this change has been discussed, implemented a long time ago and will not be reverted.
