Sorry im on phone and dont have ability to dig in to derivative maker dependencies. Do we have a separation of concerns to optionally install or not install packages? i.e. a flag --install-deps=false ?
Build dependencies are mandatory and always handled, installed by derivative-maker so no user or CI needs to handle these.
