I am curious: is Whonix vulnerable to Deep Packet Inspection software provided by NSA?

I don’t think anyone knows that. Hard to seriously answer with “no”, because it’s hard to prove a negative.

Basically that’s up to Tor. Rephrase. Replace “Whonix” with “Tor” as per Whonix ™ - Anonymous Operating System. Depending on that conclusion, that also goes for Whonix.
