CPU comparison and hardware risks

Assuming there is two devices

1- with core2duo and cleaned Intel ME (not corebooted) which is in older thinkpads

2-with Intel i3 Intel ME not cleaned

Which one would be safer

When using core2duo with Debian is it patched to latest ?
