Can you make a privacy modification script for Ubuntu?

I want Ubuntu to have the same privacy as Whonix, except without Tor’s privacy

No. Unsupported.

Highly unlikely to happen. “Make a script” sounds so trivial. It would be a massive effort let alone the maintenance effort to maintain two base distributions at the same time.

On top of that, here are reasons why I am further discouraged to do that:

I agree with you that Ubuntu does have legal issues. Is there a privacy modification script for Debian 12? Because I don’t want to run it on a virtual machine. My Debian is directly installed on a physical machine. I just want it to have the same privacy as the virtual machine on the workstation. At the same time, I only use VPN instead of Tor. Although the privacy is not that strong, it is definitely much better than the native Debian invisibility.

No, I am not aware of any.

What Whonix is doing is far too complex to be broken down into a script.

All that Whonix is doing is split into multipe packages.

And there’s also Kicksecure, what Whonix is based on.

In theory, one could pick and choose packages.

In theory, there could also be a UniStation.

In practice, this would require a dedicated contributor.
