Bring back General Tor and Anonymity Talk

I think it would be great to have that section back.

I would like to agree, so here is an important reminder of why the General Tor and Anonymity Talk category was closed nearly 6 years ago:

Reasons:

• increasing legal risks, increasingly hostile environment for free speech, personal liability that nobody is ready to carry.
• It is also an advancement of Free Support Principle. Some questions such as for example this question can be redirected to the appropriate upstream project.

Free Speech Limitations on Kicksecure Website and Kicksecure Chat

Under the Personal Liability header, there is this quote:

If any person or organization is ready to be both identifiable and sign a binding contract to take responsibility for any user-posted opinions on the Kicksecure website, then I am willing to facilitate this arrangement.

For the sake of discussion, we can assume the Kicksecure and/or Whonix websites are part of the binding contract. To start, I am ready and willing to be identifiable and responsible for moderation of both Discourse forums’ user-posted content/opinions.
