Hello.
How anon connection guide works ? Where does it gets obfs4 proxy settings, does it go in background mode to bridges.torproject.org and get the proxy ?
I think anon connection wizzard conenct to some website and get the list of obfs4 ip’s. Does it connect to it using my real ip or it use direct connection to Tor to get obfs4 ip’s ?

It’s built-in. Hard coded. See ACW source code.
