VPN on the host + VPN inside Whonix Gateway, safe?

It is possible to run OpenVPN both inside the Whonix Gateway, or run OpenVPN on the host.

However, what about doing both?

This would ensure two VPN hops before reaching the Tor network:

User -> VPN -> VPN -> Tor -> Internet.

Is this safe? Are there any problems with this kind of setup?

Yes.

Combining Tunnels with Tor applies.

Nothing non-obvious specifically. Obviously - Harder to debug: Test host networking first before chasing Whonix network issues that may just be host VPN issues.; slower speed / ping times perhaps
