It seems meek is not easy to filter because access to google / amazon services will get filtered at the same time.
I wish if meek can be added to Whonix Gateway so it can be used. Even obfs3 get filtered soon, so meek can help whonix users. Thanks.

Can probably be used as per Whonix ™ - Anonymous Operating System already, but currently difficult, because undocumented.
