I followed the offical KVM manual.
After the install the images at /var/lib/libvirt/images/ are NOT owned by libvirt-qemu.
$sudo chown libvirt-qemu:libvirt-qemu /var/lib/libvirt/images/Whonix-*
solves the problem.
You need to be root to preserve the ownership of the files, when using tar.
