When I use '‘OTR encription’, to chat with someone on ICQ , but my interlocutor does not use OTR encription, my message will be clear?
And the second question: is safe running ICQ (pidgin) on whonix?

When the recipient does not have OTR, you cannot use OTR. You cannot talk encrypted if the recipient does not speak encryption. OTR has an option “require encryption”, which makes sure it’s always enabled. This does not contradict what I said before. I also recommend to get away from ICQ and to rather user jabber.
