The simplest way to do VPN->TOR is to connect to the VPN inside the Host OS (using that OS’s native vpn tools or a third party tool). It is possible to connect to the VPN before Tor by configuring the gateway, but this isn’t tested much or documented, ( Combining Tunnels with Tor )
