You have posted an image here, but I cannot see it; the image cannot be loaded for me. So I do not know how to help you, unfortunately.
If you mean that you cannot save a file that you download in tor browser in any other location than /home/user/.tb/tor-browser/Browser/Downloads, you can save it in there in the browser. Then you can navigate to that file path in the file manager and copy the downloaded files to your shared folder.
I do not know if there is a better way to do it. My thinking is that it is dangerous to mess with changing tor settings from whatever the defaults are unless you know what you are doing.
You can also use wget within whonix to get what you want and save it wherever you want in the system. That avoids using the tor browser, but the files are still downloaded over tor due to the whonix gateway.
