Shutdown guest.

sudo virsh edit Whonix-Workstation

Scroll to the line with the vcpu tag.

remove the setting “cpuset=X”

Ctrl-X -> y -> Ctrl-M

Bump up your cpu no. in virt-manager GUI settings. Save then start.
