Why does not work the clipboard between the Whonix-Workstation v.9.4 and Underlying OS?

Used Oracle VM VirtualBox v.4.3.20.

Go to VirtualBox machine settings -> General -> Advanced -> Shared Clipboard -> Bidirectional -> ok.
I tried it. However, it does not work :(

Did you install guest additions beforehand?

Oracle_VM_VirtualBox_Extension_Pack-4.3.20-96996.vbox-extpack

Extension pack is not the same as guest additions. Extension pack is not required for clipboard sharing. You need guest additions. See:
