chinese font and input problem in whonix

I’m currently using whonix 17.1.3.1, and in this version I’m having problems with Chinese fonts and input, I’ve read through and followed the steps in the following URL, but still not working

Should be unspecific to Whonix. Same as on Debian (Xfce).
