Qubes R4.0 rc4 sys-whonix. Tor running as root and shouldn't be?

The command sudo tor --verify-config produces an output You are running
Tor as root. You don’t need to, and you probably shouldn’t (full output
below).

How is this rectified?

user@host:~$ sudo tor --verify-config

sudo -u debian-tor tor --verify-config

The command sudo tor --verify-config came from Troubleshooting - Whonix. Perhaps this page needs updating?
