Since I had an hard time starting my Whonix machine/s, getting many BSOD, I’ll just leave a (sort of) advice:
If you have Docker installed, most probably you have Windows Hyper-v module enabled. That could be the cause for BSOD when turning on a machine from Virtualbox. Try turning Hyper-v off.
Note I was doing just some tests, as you already know, it’s not the best thing running Whonix on windows host as mentioned in the Docs,
